Prosecutors who have unravelled a widespread scam that involved handing out driving licences for cash payments claim that GNR officers were involved.
The focus of the investigation is the test centre in Vila Verde, Braga where students with enough cash could by their full driving licence.
The National Association of Driving Schools is involved in the investigations where corruption seems to have been endemic with 47 individuals accused of taking part in the bent scheme.
Between 2008 and 2013, the six principal defendants profited by a minimum of €1,107,000, claim the state prosecutors.
The accused are examiners, driving instructors and a group of Braga GNR officers.
Students wishing to guarantee a pass in the theory exam could hand over €1,500 instead of sitting the paper.
The practical driving test could be passed by a more reasonable €100 to €150 with money for both parts of the test being divided up and shared by those involved in the scheme.

Starting with the entirely new notion that there is only "Rules and Rule-breakers". Then, having had success with that introduce the Portuguese to other notions like Rights. All sorts including actual Citizens and Consumer Rights. Make these state responsibilities as Brussels always intended - not idiotic personal actions that the offended must take out against the offendee using a, yes, you've got it in one, that classic oxymoron - a Portuguese lawyer.
And on that crest of a wave - just in time for the rush of migrants - bring in the notion of other races, ethnicity, creeds, religions. Amazon Indians have the notion that there is only Us and Them (anyone who is not Us). Is this where Portugal got the idea from?

Undoubtedly someone paid over their money and somehow then failed. Something went wrong with this well oiled machine that had run for years. Maybe it was a blind learner driver turning up to collect their driving licence with their guide dog and the dog thinking he had done enough to have his own separate driving licence. So the dog spilling the beans when told he had to pay again.
At first sight we can ask how did the EU ever get hooked in with the Portuguese? Then we remember the Island of the Blind in Greece that had dozens of registered blind inhabitants - including at least one 'blind' taxi driver.
